A highly deniable attack, such as the one on the hull of the tankers, would be entirely consistent with the past four decades of Iranian security strategy, which emphasizes increasing the challenges of attribution, overcoming conventional military weaknesses, and decreasing the prospects of escalation against the Iranian homeland for regime meddling.
