The appeals court ruled on much broader grounds than the DC District Court which found a procedural violation. The appeals court stated that the rule was flat out unlawful because if flouted the federal statutes Congress enacted to protect asylum seekers and because it was arbitrary.
The statute doesn't have an immigration status exception and the federal government often settles lawsuits whether person is a citizen or non-citizen, harm is harm. And Congress is clear you can't brutalize someone and then say,' Well, they were here illegally.' The fact is these were asylum seekers.
We do know that employers are keeping records of this, employers do believe significantly that candidates who ghost -- that is going to have a negative impact on future job searches or their career. I do anticipate there will be some repercussions for some job seekers that are ghosting employers.

We do already take a significant co-responsibility and treat the asylum seekers here fairly.
